sounds like a plan to me!

ideal for 3ltr as its not too big and not too small

GT3540 is the same thing as a GT3582R off memory... good for up to 700hp, T3 flange, .70 compressor housing, available in .82 and 1.06 exhaust housings.. suit engines 2000cc - 4500cc displacement. i'd say you'd be perfectly placed with one on a 7M. Danners is running one with great results on a 1J, so you'd expect good results on a 7M too.

get a .70ar housing you will have a nice quick responsive car that comes on boost fairly early and capable of 400rwhp with out too much issues at all

there are similar turbos around like t04e etc that will do the same thing

that said if you want a comparison, i've added it to the Highest Dyno figures threads... one of the Japanese guys put down 475rwhp with a T04E and 3.1L stroked 7M...

No he is also offering the GT3582R which was intended for his other 1.5JZ up for sale for $1600.

$1600 is a good price for a brand new GT35, RRP is somewhere around $1900 but who pays that much anyway.
